EMNA Meeting Minutes

The
meeting was called to order by Michael Ptak at 7:10 PM. Mike thanked all those
in attendance.
The
first two guest tonight were Dennis Cuevas from Engineering and Bill Kovel from
the Police Dept., who were invited to speak about concerns as to recent
accidents on Rte 69 at the intersection of East Mountain Rd. Mr. Cuevas stated
that Rte 69, being a state road would warrant a traffic light only if there
were a certain kind of accident on that Rd. East Mtn. Is a low priority for
improvement after study has been done. That study would be reviewed by the
police commissioner and the state traffic commissioner. Several questions were
raised, suggestions made, and reports of problems aired by members, i.e.,
cutting brush in certain areas to improve vision of signs and roads, alternative
signs, other than traffic lights, such as flashing lights, radar and laser
enforcements, speed traps; many people reported and complained of speeding,
deliberate hitting parked vehicles, trucks speeding on East Mountain Roads, not
enough "slow" signs in areas with children.
Captain
Kovel stated that the city has more speed traps coming, the police will rotate
personnel to monitor speeding on Rte 69, and that intense work has been done to
monitor laser and radar enforcement on Rts 69. Other complaints were of no
signs where golfers park on East Mountain Rd. One conclusion was that many
traffic and speed problems are the result of cut‑through traffic because
of the work on Rte. 84.
Turner
Langdon, treasurer submitted the treasurer's report which is available for
review upon request. The Association has $1800 in spendable moneys after
setting aside funding for the scholarship.
The
Water Dept. will be supplying paint for the fire hydrants, some of which is in
progress now by seasonal employees in the city. Different colors on hydrants
indicate the PSI's . Hydrants painted blue are those which may freeze due to
the water pressure.
Volunteers
are needed to help with the catch‑basin cleanup on this Saturday,
September 24th. Please meet at Wendell Cross School at 8:30 AM.
The
Neighborhood Council Awards dinner will take place on October 19th,
Wednesday, at 6PM (cocktails), 7PM (dinner), at Villa Rosa Pontlandolfo Club,
380 Farmwood Rd. The East Mountain Neighborhood has chosen Father David as our
honoree this year. Tickets are $45 per person.
The
October meeting of the EMNA has been changed to October 12th because of the
Neighborhood Council Awards Dinner.
The
Bunker Hill NA will hold an Octoberfest at Daniel's catering on Dube Lane on
October 7th ‑ a flyer is available this evening for further
information.
The
park renovation is scheduled to begin sometime after the soccer season
ends‑no date is set. The alternate additions ( not first choices) are a
gazebo, concrete areas, irrigation system, trees, spraypool, 1 tennis court,
water drinking fountain. A committee is needed to raise additional finds by the
neighbors ‑ heading that committee will be Nancy Ptak. A meeting was
scheduled for senators and representatives to appeal for more park finding and
was attended only by David Aldorando and Reggie Beamon. Selim Noujaim had
already promised us his support. Mike suggested to ask for $700,000 more and
suggested writing letters.
The
time has come to elect new officers of the EMNA and a committee is
needed for that; a membership chairman is also needed.
A new
development is intended for a section behind Purdy Rd., upon which 21 homes
will possibly be built. No plan is in actuality as of this time and no permit
has been applied for or issued, even though the project is supposed to start in
spring. It is suggested that the developer be invited to be a guest at a future
meeting.
Maria
Mencio, spokesperson for a newly opened store, "Blazing Hot Stoves",
on Falls Avenue, gave a presentation on alternative methods of home heating.
She brought flyers and informational charts on stoves and fireplace inserts.
The store sells and installs wood, oil, gas stoves for heating rooms or entire
homes, and hopes to have coal stoves available in the near future. The stoves
can be free‑standing and installed in virtually any room.
The
recent newsletter has received many good reviews. Copies are still available
this evening and upon request for anyone who has not received the letter.
Forms
will be available for reporting litter to the Litter Commission, prepared by
that commission.
It
is reported that there is noise pollution emanating from a former construction
site across Rte 69. It is noted that dirt bikes are being run in the area,
which has been rendered a sophisticated area prepared especially for that
purpose, with jumps and other options for dirt bikers and ATV operators,
inclusive of a tent for protection from the weather. The noise is heard
continuously on a daily basis until dark and in warm weather is very loud in
many areas across from the site. The owner of the property was addressed
concerning the problem some months ago, with no resolution.
A
member from East Mountain is needed for the Neighborhood Council. Please see
