Pledge of Allegiance was led by State Rep. Selim Noujaim, followed by a Moment of Silence in memory of our deceased neighbors.
Guest speaker was Jack Starr of Wesson Energy who spoke of many ways to increase the efficiency of our heating and cooling systems. He was accompanied by Steven Emerzian and Frank Capozio of Wesson Energy. They offered home energy solutions regarding air leaks, insulation, duct testing, efficient lighting, improved water efficiency, and checking on major appliances. Energy assessments can be scheduled by using the code “East Mountain Neighborhood Association” This offer expires on 12/31/12. Call 203-759-3800 to schedule appointment. Cost of this energy audit is $75.00, of which $25.00 will be returned to our association.
Secretary’s Report: Minutes of Oct. mtg were accepted.

Treasurer’s Report:
Beginning Balance: $5912.31
Ending Balance: $6099.56
Less Grant Allocation: ($ 750.00)
Cash on Hand: $5349.56
Motion was made by Tim Connolly to accept the Treas. Report as read. Seconded by Joe Kearney.
Community Officer Report:
Joe Padua reported some cases of fraud from neighbors. Cautioned residents to keep their information concealed (name, address, credit card info, etc). He advised that we do not clip mail to outside of the mailbox for the mail carrier to pick up. Joe reported that he will be retiring from his job in Waterbury and has accepted a part time position as a federal marshal in New Haven. We wish him luck and know that he will be missed.
Committee Reports:
Liaison Officer: Mike Ptak reported that he spoke to Mark Pronovost about our park. He had no information regarding turning off the water in the sprinklers.
Old Business: Election of Officers
Nominations for V. Pres. and Treasurer were accepted by David Muccino and Evelyn Carrah.

David Muccino was elected Vice President and Evelyn Carrah was elected Treasurer.
Elections were approved by a show of hands from all members.

We have added a link to Western Hills Neighborhood Association’s website on our website and they, in turn, have added a link to our website on theirs. Hopefully we will be able to share ideas and promote any fundraising projects in this manner.
Spirit of Waterbury: Attended by Jan and Bob, Nancy and Mike, and Stacey. Apples were distributed to children and adults alike from our booth. Included vendors, other neighborhood booths and an antique car show. Bob Perigard received a Home Depot gift card for $25.00 from the Spirit of Waterbury Festival Committee. The gift card will be used to replace material in the sign that was destroyed during the recent storm.
New Business:
Tree Lighting and Santa’s Visit – 12/2/12. We will change the starting time to 5:00 PM Instead of collecting canned goods this year we would like to ask for contributions for men and women veterans. There will be a list posted in the E.M. Golf Course Clubhouse listing suitable items for donation. There was discussion about using the same Santa as past years. It was decided to have Ned call Brian Frasier and ask if he can again do this for us. Bob will arrange with the firemen at Engine 5 to deliver Santa to the clubhouse. Tim Connolly will check about using the bucket truck to string the Christmas lights.
The flags were taken down on Sunday October 28th because of the impending storm. Twenty four flags were retired. Mike recommended that the large flag in the memorial circle also be replaced.
It has been repaired twice but is now showing signs of wear. A motion was made by Jean Guisto and seconded by Mike Ptak to approve up to $800 be spent on replacing these flags. Motion was passed.
EMNA Sign:
The sign at the Valero gas station listing our meetings fell down and was damaged from the recent storm. Dave Watterworth is making us a new sign. Members volunteered to help erect a new sign. Motion was made by Nancy Ptak and seconded by Jean Guisto to spend up to $750 on the new sign. The motion passed.
Donation to WATR Sunshine Fund: Jean Guisto made a motion, seconded by Tim Connolly to donate $150.00 to the Sunshine Fund. Motion passed.
State Rep. Selim Noujaim stated that the State of CT projected deficit is $365 million. Government must come to General Assembly with new budget which could mean tax increases or other cuts.
Meeting was adjourned at 8:30 PM.
