Meeting Minutes

The meeting began at 7:05 PM with the Pledge of Allegiance.led by Mike Ptak, president

 

Mike thanked all in attendance and presented the guest speaker for the evening:  Water Dept. Superintendent, Don Carver.

Mr. Carver spoke about the history of the local reservoirs, the East Mountain Reservoir being one of the earlier reservoirs used by the city.  Waterbury  tapped into the Wigwam Dam in the 1890’s.  There are 3 active reservoirs in the Naugatuck system and 2 in the Shepaug system.  The city is under Federal guidelines and is regulated and inspected by the Federal system.  The city has 7,000 acres in Litchfield County and 7 billion gallon storage capacity.

Water must be filtered if it is surface water, which in Waterbury was begun in 1987 by a private maintenance company.  Two full time chemists are employed for checks and balances.  Under the EPA, 24 sample sights are checked to unsure safety.

Sometimes the water is slightly more chlorine positive than at others. 108,000 people in the city and a total of 270,000 customers ( Watertown buys all its water from Waterbury and Wolcott and Middlebury buy some ) use 16,000,000 gallons per day.

There are 65 employees in several depts.

The Peach Orchard Road tank, which holds 50,000 gallons of water is to be replaced.  There are 3 mains from Wigwam to Waterbury. Some mains are in good shape; others are not, since the East has the oldest pipes, which keeps employees always on the move.  There is a 10 year plan to replace some of the pipes. 

A leak or break in a service line is the responsibility of the resident to repair. 

Many questions and answers followed the presentation and handouts were offered, i.e. water conservation kits.

 

TheTreasurer’s report was presented byTreasurer, Jean Guisto. 

 The May balance was $7,130.07, with $500 set aside for the scholarship

$3, 650.37 for the development fund, $2,979.70 cash on hand.  $12,277.78 was donated by members to defray expenses incurred in hiring the Attorney and the Engineer. Your generosity is very much appreciated.

 

The Secretary’s report is presented in hard copy for review and is posted on the website.

 

Fire Dept. report:

Mike Farrell announced a blood drive to take place on Saturday at Waterville Fire house form 9:15AM to 1:45 PM.  Mike mentioned the WFD website and the Waterbury blog which has pictures available.  Mike asks that anyone who wishes batteries for their smoke

detector or a new detector, please ask.  Mike mentioned that John Keane is a player on one of the Little League teams.  John is here with his Dad this evening. 

 

Police report: 

Community Officer Joe Padua reports that night patrols are being made at Hamilton Park.  Traffic seat belt enforcement is being stepped up.  A male, wearing fatigues has been taking pictures of the Generali School.  He drives a green car.  Joe asks that anyone with information or to report further please call.  Cars are still being stolen; a favorite is the Honda.  The Community Officer’s phone number is 574-6962

 

Park update:

The sprinklers are working.  The final plans are back and ready for bids.  There should be additions of a gazebo, spray pool, flag and basketball court.  The fields will have to be reseeded.  Graffiti has already been a problem.  The drain that wasn’t working apparently is now.  Those who walk their dogs in the park must pick up after them

 

The East Mountain AA has a picnic scheduled on June 2nd at the Rotella School.

 

Mike reports that a letter about the condo developer’s disregard for zoning and planning regulations was sent to the mayor and a response was printed in the newspaper with a retort in our disfavor.  Mike has drawn up a letter for the members to voluntarily sign to be sent to the mayor in response to the newspaper article. Members can self-mail or return to Mike to deliver.  The next public hearing is to be held on June 5th at Wendell Cross School at 5:30 PM

 

Flowers:  Volunteers are needed to help with the planting of the flower flag.  Please come to the reservoir dam at 9 AM on Saturday. A signup sheet is passed.

 

Pancake breakfast:  meetings will be called in July and August,  to formalize plans for the breakfast.  A sheet for volunteers was passed. 

 

Flags:  the flags are soon to be placed.  If anyone wishes to buy a flag, please see Bob Perigard. Please report problems with flags, i.e. if tangled, missing, etc.

 

The Scholarship will be presented at the June 20th barbecue.  A sign up sheet is available for those who will be bringing appetizers, sides and desserts. It will begin at 6PM on Wednesday, June 20th. 

 

Nancy Ptak has 30 ducks left to sell for the duck race and she announces that the brick sales are going well.

 

New Business

 Trash bags remain on East Mt. Rd., waiting for the refuse Dept. to pick them up

 

Frank Depaulo suggested the use of the Mattatuck site for use as a new fire station in lieu of a funeral home, because of the burden that would be caused by condo development. 

If the development is a condo development city hydrants would be required; but if cluster development private hydrants would be needed.  John Keane stated that not much can be done about the subdivision.

 

Thanks are extended to the men who do all the work on East Mountain.

 

Ned Mencio suggested all the parking spaces at the park be designated handicapped and for park business.  They are not adequate for regular parking since there are so few.

 

Tony Loechner made a motion to adjourn, which was seconded by Bob Mc Govern.  The meeting adjourned at 8:15 PM
